European Commission eases Schengen Visa rules for Turkish Citizens: Well-intentioned applicants to benefit from multiple-entry visas

The European Commission has announced a positive development for Turkish citizens applying for a Schengen visa. According to a decision dated July 15, 2024, individuals who have previously held and used Schengen visas lawfully — categorized as "well-intentioned applicants" — will now benefit from more favorable rules. These applicants will be granted multiple-entry visas with gradually increasing durations.


The Commission's official document emphasized that many Turkish nationals residing in Turkey and applying for short-term Schengen visas have demonstrated a responsible use of their previous visas. These applicants are considered to pose a lower migration and security risk compared to first-time applicants. The revised rules aim to streamline the process for these trusted individuals while also helping consulates handle growing numbers of visa applications more efficiently.

This new regulation will apply to 25 EU countries, including popular destinations such as Germany, France, Italy, the Netherlands, and Spain. The updated Visa Code Handbook, which includes this policy, refers to it as the "Cascade Rule."

What Are the New Visa Durations?

Eligible Turkish applicants will receive multiple-entry visas with the following validity periods, depending on their previous visa history:

  • 6-month visa: If applying within one year of their previous visa’s expiration.
  • 1-year visa: If the previous visa was valid for at least 6 months and the new application is made within 2 years.
  • 3-year visa: If the applicant held a 1-year visa and applies again within 2 years.
  • 5-year visa: If the applicant previously held a 3-year visa and applies again within 2 years.

All visas must expire at least three months before the passport's expiration date and may not exceed the passport's validity.

While the Cascade Rule offers a systematic path to longer-term visas, each application will still be reviewed individually, and exceptions may apply based on specific circumstances.
